Are you playing junior level? Check your task list and make sure you're ready to dive. That you don't have anything else you need to do.

When you're ready, as long as you're in the right place, you should just automatically see a first-person view of the boat and from there, you can dive over the edge. It won't let you do it unless you're in the right place at the right time, though.

As for the place, you need to go SE of the island until you see the rocks there...there's a horseshoe area SW of the island...you'll dive there later.
